IMPORTANT INFORMATION re: PROJECTS & SCHOLARSHIPS THAT MAY BE IMPACTED BY THE COVID-19 VIRUS PANDEMIC

March 17, 2020

Dear Project/Scholarship Coordinators and Treasurers:

This information is to clarify how funds on deposit with the AAUW CA Special Projects Fund (SPF) are administered.  With the current Covid-19 Virus Pandemic and the cancellation of large public events, questions have arisen regarding projects/scholarships using SPF as their fiduciary agent possibly being cancelled and monies being refunded.

  • The bottom line is that funds on deposit with SPF cannot be refunded to donors. In the event a project/scholarship cannot use the funds this year as planned, all funds will be held by SPF in trust for each project’s use at a future date.
  • As a 501(c)3 entity SPF is governed and restricted by IRS regulations regarding the funds on deposit with SPF. Funds held by SPF for its clientele are not refundable to the donor.  They are tax deductible donations that the donors have made with the intent of a tax deductible donation to support a specific AAUW CA or  AAUW CA Branch or Inter Branch Project/Scholarship using AAUW CA SPF as its tax deductible fiduciary agent.
  • To clarify, NO DECISIONS have been made to date to suspend any late spring or summer programs. The decision to suspend any operations lies with AAUW CA for state projects and with each branch for its branch projects/scholarships. SPF does not have a part in that decision. This letter is strictly to clarify how SPF donor funds are handled and regulated.
  • If you are currently receiving donor checks it is imperative that they continue to be forwarded to SPF in a timely manner for deposit and credit to the appropriate program/project. Donors expect prompt handling and acknowledgement of their good faith donations.  Please be sure you continue to promptly process and forward donor checks to SPF and DO NOT hold them.  Again, if a project/program suspends activity due to current social circumstances the monies will be on deposit for future use.

General Information about the Special Projects Fund

The AAUW California Special Projects Fund (SPF) is a 501(c)3 tax-exempt corporation that supports AAUW California projects and CA AAUW Branch projects and local scholarship programs.

The SPF does not provide funding directly. Instead, it serves as a pass-through fund, enabling projects to collect tax-deductible donations from individuals and corporations, and from grants and endowments, without having to establish themselves as a separate non-profit entity.

Most branches are 501(c)4 organizations and cannot receive tax-deductible donations.

Projects accepted by the SPF deposit project funds directly to the SPF, and the SPF distributes funds according to vouchers submitted by the project. The SPF serves as the fiduciary agent for these projects.

The SPF is governed by a nine-member Board of Directors (BOD). This BOD is independent of the AAUW CA BOD since the AAUW CA SPF stands as a separate corporation.
